A well-respected attorney with more than 20 years of experience in municipal law, economic development, and public finance, Jessica brings a deep understanding of the legal and practical challenges facing Michigan communities and public entities.
A Grand Rapids native, Jessica has dedicated much of her career to advising municipalities, public authorities, and economic development organizations throughout Michigan. Her experience spans a wide range of public sector matters, including municipal governance, economic development initiatives, and complex projects that help communities grow and thrive.
Over the course of her career, Jessica has worked with numerous cities, public authorities, and development organizations across the state. Her background includes serving as bond counsel on significant public projects, advising economic development authorities, and providing legal counsel to municipalities on a broad range of issues affecting local government operations and community development.
Jessica has also served in key public sector leadership roles, including as City Attorney for the City of Benton Harbor during a critical period of financial restructuring and as Director of Municipal Affairs for the City of Grand Rapids, where she advised on municipal legal and policy matters.

Jessica earned her Bachelor of Arts from the University of Michigan and her law degree from the University of Oregon. Before returning to Michigan, she began her legal career in Oregon, focusing on environmental and land use law.
Her addition further strengthens Bloom Sluggett’s commitment to serving municipalities, public agencies, and community organizations throughout Michigan with experienced, strategic legal counsel.
